First of all Check if the layer is enabled or not.
(Note : For checking the layer type "sporder" in start > run. and check that MWTSP and microworldNSP is present)
if the layer is not loaded then run the below command to enable the layer inst_tsp 1 1
If the problem is still there then check the mwtsp.dll and mwnsp.dll files are present in C:\windows\systm32 folder.
Also Chekc that inst_tsp.exe is present in the c:\windows\ folder ,as this file is lauching the layer.
